It seems like after the battle with Rex, Shulk and Z, Alpha/Alvis was reduced back to a Core Crystal and eventually chose Na\'el as a host. Then the explosion of power from N and Ghondor\'s battle enabled A to split off from Alpha, they apparently didn\'t exist before that so they couldn\'t have ever acted as a Consul. There are similarities in their outfits, but the similarities between A and Moebius seem to run no deeper than the similarities Moebius already had toward Blades in general.
