I contacted him/her and told me to have made these changes on speculations, with the basis that such characters (such as Vivi and the Buggy pirates) might be important in later arcs... which is not how a page split should work. Now, these pages can easily have some more tropes and become larger, especially the Alabasta characters, but I think it\'s still not the reason to split them now
