The \'\'Doctor Who\'\' one is a little vaguer, but the impression I got was that Prydonians are more likely to become powerful politicians, but that doesn\'t mean the Prydonians \'\'as a whole\'\' are a ruling class. It seems like the Chapters are meant to be something like political parties (mixed with Oxbridge colleges), so a junior Prydonian (when a Prydonian holds the Lord Presidency) would be like a backbench MP of the ruling party, while the Lord Cardinal of the Arcalian Chapter would be more like the Leader of the Opposition. The latter is a more senior position, but not really in the same heirarchy as the former.
