\'\'Dimitri\'\' commits some pretty questionable actions as the leader of the Kingdom in Azure Moon during the initial low point of his character development following the timeskip - notably his fierce insistence on killing all enemy combatants, and his treatment of Randolph after defeating the Empire forces that attack Garreg Mach. However, attributing his behavior to the whole faction is a stretch, and Byleth and the other major characters mostly prevent any actual atrocities from happening until Dimitri finally snaps out of it.
I cannot speak to the Alliance since I have yet to play Verdant Wind, but I think the example could definitely stand for some rewording.
