I'll admit that the header on this specific fic recs page can be a bit... confusing? But generally it work like this: Fics here are recommended by tropers. You are a Troper. You can put it there. Actually, if the author themselves puts it here THEN it would be a self-recommendation and that's not allowed (other stuff that is not allowed: http://tvtropes.org/pmwiki/pmwiki.php/Main/FanficRecommendations ) so... you think other people should read it because its good? It doesn't violate those rules? Put it on the page.
