Kerrigan wasn't a standard human before her infestation, so really it's not that HumansAreSpecial and more that she is special in herself. You could argue this is a reconstruction of the Trope in that it's expanding on Terrans being a LoopholeAbuse to allow Zerg to have psychics, but I don't think it qualifies as playing it straight.

Kerrigan just happens to match what is needed; the rest is speculation from fans at best.
