Pretty much that, yeah. As long as the existing name is decent, renaming the merged trope means twice the work when fixing links for rather small gain.

I'm usually quick to go against tropes named after anime characters I've never heard of, but I actually like this one! With the combination of name and trope image, I could figure out what the trope's about quickly.

As much as I do get the reference, I guess I gotta say that people who don't know what Pokemon is may not get that the trope is referencing You ALL Look Familiar in non-video game form.
I still don't know what "The Paolo" is referencing to this day...
It's standard practice to add the previous name as a redirect to the new one in these cases.
A quick search of Romantic False Lead (which used to be The Paolo) reveals that it was a Friends reference, which I'm sure the people adding it at the time figured everyone had seen, much as I'm sure many people assumed everyone knew enough about Pokemon that this name would pass.
I don't think You All Look Familiar and Nurse Jenny have much in common beyond involving sprites being reused. You All Look Familiar is for when NPC sprites are constantly reused, so that nearly everyone looks alike. The individual characters don't matter.
Nurse Jenny is for when two are more characters are intended to look inexplicably identical, and does not apply beyond the characters themselves.

In any case, as someone who did watch the Pokemon anime and enjoys playing the game, this name kinda ticks me off. There is no Nurse Jenny, at least as far as I watched.

As a variation on one of the above suggestions, I toss out Nurse Joys And Officer Jennys. The portmanteau aspect of the current name bugs me because as someone only passingly familiar with the Trope Namer, I keep forgetting it is a portmanteau.
I'm thinking that You All Look Familiar should be merged into Only Six Faces, while Nurse Jenny (renamed appropriately) should be a Sub-Trope regarding how each character with that design archtype has the same occupation.
Heck, the subtrope could even apply to the King of each castle you visit. (Even the fake ones.)
Heck, I was originally going to against the rename, but only when I came to the second page of the thread did I notice the Nurse≠Jenny issue. May I be so bold as to suggest "Adam Smith Has Clones", running with the trope name where he "Hates Your Guts"? Nonspecific trope name (because honestly, I'll be damned if Adam Smith is a "real" person) and it plainly states the point of the trope.
Adam Smith is a very real person and has nothing to do with this trope unless you're dealing with identical shopkeepers.
