You seem to be mixing things up.
- Videos, as a website function, is exclusively for Video Examples. They are only to demonstrate tropes and to be shown at work pages. If a trope relies on dialogue, the dialogue needs to be understandable.
- Posting videos on forums. There is no pre-built functionality or regulations for it. If you want to show a video in a forum, you don't upload it (it's not possible link to uploaded videos anyway) at all, you'll have to link to where you've found it.

There's no way to add videos at all to the forums, it's only possible to link to them. Even the ones that show up on forum posts in video forms are just linked to.
SoundCloudYou can embed YouTube videos in forum posts, if that's what you mean. For example:
To embed a video in a post, use the markup [[youtube:video_id]] and replace video_id with the part in the URL after the watch?v=
