Bluehoods perhaps, because they often wear blue hooded clothing when on combat operations?

Of course, they also wear ski-masks so that they cannot be identified.

Chainsaw is the guardian. He can merely summon creatures from the orbs he commands, though others can do it too if they have the orbs. The more orbs he has in his possession, the stronger the creature, but even a guardian is only expected to have about fifty orbs in his or her possession at one time. They're supposed to be spread around the world and well hidden, to be recovered only in an emergency.

By the way, here's an idea of what Chainsaws Cavern was supposed to be like, along with the weapons lab above it.

Chainsaws Cavern.

Once the site of the Guardian of Lifes lair, this place has since had a weapons factory built over it. Although the top of the cave structure has since been superceded as a storehouse for the factory, the caves below remain undisturbed.

Within the factory, a great laboratory has been set up to research the properties of a strange stone, said to contain the essence of life itself.

Places of interest.

Ground Above The Caverns

Taurus Arms Co Factory

Taurus designs much of its arms here, using powerful machines to craft tanks of epic proportions, as well as advanced small arms. Death is bought and sold here, and the weapons made are used to keep the city under a constant tyranny.

Taurus Airship Station

Up in the highest natural crag of the heights comprising the topography above Chainsaws Caverns is what was once the station for Chainsaws personal airship. The ship is still stationed there, and has tragically fallen into the hands of Taurus as the jewel of their fleet, but there are also a range of other ships there, and much of the citys air power is drawn from this station.

Taurus Biological Labs

Said to be founded on the grave of a great hero, the great biolabs of Taurus is the antithesis of any hero. Cruel experiments are carried out here, without any of the ethics holding back any normal scientific community. Besides the mind-altering drugs, toxic fuels and biologically-engineered monsters researched here, there is said to be a strange object capable of manipulating organic molecules. It is rumoured that only those who value life for its sake can make full use of the gem. Reports of scientists going mad from seeing a pair of horrifying eyes are unsubstantiated, but the rumours are too wild to dismiss as mere stories.

Upper Caverns

Chainsaws Old Home.

Since converted into a storage room for various things, these are the old living spaces of Chainsaw. Merry laughter once rung down these halls, but now they are merely used to store things that can only be of ill to humanity and life in general. There was a grand armoury here as well as considerable wealth, but all such things have been looted. It leads up and out into the factory in general.

Chainsaws Dojo.

Hidden far more stringently than Chainsaws home, and undiscovered by Taurus, this is a place of training. There is a VR deck here, as well as numerous books on just about any kind of weapon a human can wield, and a few that only things of decidedly non-human biology can. There is also an extensive library, the organic material of the books here seemingly preserved as if by magic. Finally, there is a map room, probably used by Chainsaw when planning expeditions pertaining to his duties.

Lower Caverns.

Chainsaws Workshop.

Unlike the small desk that Chainsaw used to make minor adjustments, this is a far more advanced workshop. Chainsaw had a junk room adjacent for parts, and there is equipment here to make anything from simple tools to mighty machines and intelligent robots. You could fit an airship in this room. There is a hidden exit from the workshop leading back out to a lower part of the surface, but this is now covered by residential housing.

Storage Rooms

Chainsaw kept quite a supply of food here, along with a well should he for some reason get trapped within his base. There are also various storage rooms with varying things. Chainsaw also has a treasure room here, should money be needed for his duties. It should still be there...

The Deeps.

This leads to the cavern system running underneath the city. You can get to just about any part of the mountain here, but be careful: this is Earths domain, not Lifes, and Chainsaw has no binding authority here.

The original Tauros bio labs (still stands on the other side of the planet and operational) is Strigon's birthplace. Well, The place where he let himself become the ultimate weapon.

Chainsaw's airship is merely for propaganda, The real jewel of Tauros aerospace is their invisibility capable airborne fortress the Sleipnir. They keep it's existence a secret to prevent sabotage or any attempts at reverse-engineering by the company's foes.

The lair was named by General Garrus Vulkan (retired soon afterward due to old age) "Merlon fortress". It has been Nicknamed "Hell's gate", "The spire of doom" and "Murder peak" by those who tried to attack the mighty structure.

The airship station is quite capable of launching and recovering the jets of the brave and honorable pilots of the T.E.S.D.F- The Tauros electronics self defense force. (the pilots are the most well-behaved and nicest of the mercenaries/contract workers working for Tauros, In contrast to the thuggish Civil Protection officers and the rest of the T.E.S.D.F, whom range from amoral soldiers, fearless thrill-seekers, psychopathic killers and bullies who do whatever they want because of their ranking in society.)

And finally, situated on the summit, Is the Meson Cannon. A giant laser cannon capable of wiping out armies in the push of a button. Ironically, It was originally meant to save lives by destroying asteroids that could kill off humanity or at the very least, do catastrophic damage.

Blackmasks for Flanker's assault team?

"Blackmasks" may be the names of the more clandestine members of the organisation officially known as Anemoi.

Anemoi itself is split into four sections for each part of the city: Boreas, which covers the north part. Notus, for the south part. Eurus is in command of the eastern cityscape, while Zephyrus deals with the West. Of the four sections, each has its own spec. ops unit: Aquilo for Boreas, Auster for Notus, Favonius for Zephyrus. Slightly bucking the theme is Daedalus for Eurus.

The group acting as "central command" is Zeus, of which Taranis is its spec. ops group.

Flanker is the main commander of Zeus, and often takes part in Taranis' operations. More details later.

The Anemoi were formed about 7 years ago, the same year when the city had been split. They were once peaceful, boycotting and picketing what they wanted, But since Civil Protection had taken in a Zero-Tolerance policy by the recently promoted CEO Sindri Tauros, The Anemoi were forced to fight back as their members were cut down by fire and run down by the thuggish CP officers whom were, terrifyingly, paid more as they killed.

Currently, The Anemoi are the second largest threat to Tauros Electronics in the city. The biggest is their runaway Assassin Rei.

Also forgot to mention that Dystopia is the strongest of the Kaijin alliance. As he has minor reality warping powers.

In terms of funding, the Anemoi earn their cash partially through funding from the [REDACTED] military, or they get it via the odd job or so.

Some residents of the city have attempted to donate cash, but the corrupt police crack down on them with gusto, hoping to make an example of them.

Hmm... I think your characters are most likely to have ended up in the store rooms of Chainsaws Cavern, in the lower caverns. How a major villain got into a supposedly sealed cavern... Its probably not that tough a villain anyway.

Guys, would it be helpful if I narrated some of the areas, or do you want to just leave it to yourselves to elaborate on as you go? I was really only trying to give you a bit of a floor plan.

Well originally I was planning on having the GPS lead directly to the guardian orb, then off to the factory. However, then I realised that the chances of the cavern remaining undiscovered while the city was being constructed were next to nill, so I decided it would be convenient if the factory was directly on top of the hidden cavern base.

The idea was that the party will strike and destroy both the factory and the labs, recover the guardian orb, and then either retreat back into the caverns without them being discovered or escape by hi-jacking an airship from the hangar. Either way it gives the party a means of moving round the city or the world as necessary, and possibly a rebel base to work from.

Of course, it probably won't be that simple.

Strigon, could you give me an idea of their personalities/skills/whatever? I may be able to split control time between us. If I think it might be too difficult however, I might not do it.

As an added note, most of the Bluehoods/Blackmasks are using older (for this setting, anyway) weaponry to ensure that (again) the military supplying them isn't implicated. Taranis and Zeus members receive the best training and equipment, and they are also given special nanomachines to improve all areas of performance.

You can make your OC when it comes to the Tauros employees, But for the Kaijin Alliance, Here are their personalities:

  • Dystopia Dopant: A Moody, Melancholy loner who is generally apathetic to everyone and is the group's Eeyore. But is the most powerful out all of them, As his power is the ability to absorb negative emotions (which he has a LOT of) and use it as fuel for his reality bending powers.

  • Dr. Worm: The mook maker and team janitor of the alliance, He makes the Monsters of the weeks and the mooks and is the one responsible for finding the orbs for the others. He acts like a grumpy old man, Prone to doing practical jokes against people he doesn't like. (His teammates) But he usually fails at them.

  • Giraffa Orphenoch: A Hot-Blooded but highly Antagonistic biker who wants to kill humanity off and usher in the era of the Orphenochs, Justifying his actions as "justice" for all the years of "oppression and persecution" that humans have been giving to his kind.

  • Lothor: Information here. Though he's the most laid back and goofiest (even moreso than Dr. Worm) of the alliance members, he's the one who suggested the thing in the 1st place and the one who told them of what the orbs could bring. Naturally, His personality makes him more dangerous than Dystopia as he is a calculating and opportunistic fighter/strategist who knows his strengths and weaknesses.
