Rose is out of character. It is a plot point that she is. Ultimate Dirk has used his narrative control to reframe her desires in a way that suits his goals of keeping the story going. Rose explicitly sees the SBURB cycle as incredibly messed up when in full control of her mind.
Ultimate Dirk himself has a complicated relationship with canon Dirk. Canon Dirk was developing past his toxic tendencies, but developing his Ultimate Self merged him with a lot of toxic versions of himself. This could debatably include Lord English and Doc Scratch, two characters who caused a lot of suffering and in doing so creates the narrative.

I'm trying to scrutinize Dirk and Rosebot's blase attitude in creating a new species—just to destroy most of it for a new universe—and compare it to their Homestuck 1 characterization.
I mean Homestuck has always been narratively long-winded, but to have two of the most Sophisticated as Hell characters compete in a destructive new Game just to continue life seems...
Out of character? At least maybe for Rose.
Unless I'm missing something in all their ruminations.
