the X-Men comparisons date from the 60's, and relate to the groups as they existed at that time. I don't think anyone ever said the Doom Patrol post-Grant Morrison was anything like the X-Men.
The similarities (as I recall) essentially seem to be: 1. Both led by a sketchy guy in a wheelchair. 2. Both are made up of super-powered individuals considered to be "freaks" by the general population. 3. Both have as an enemy a team called "The Brotherhood of Evil" (in the case of the X-Men, it's "The Brotherhood of Evil Mutants").

Though the big difference is that Ben Grimm’s blue-collar, two-fisted attitude is enough to deal with whatever the universe throws at him, whereas Cliff’s world is too weird for him to keep that up.
