I don't exactly have a proper name for this, but speaking generally of the era from around 1998-2002 where music (specifically electronic music) had a certain feel and vibe to it. The proper genres would be stuff like Drum 'n Bass, Big Beat, and Breakbeat. For examples of what I'm talking about, here's a few songs: Aquasky - Blue Thunder, Propellerheads - Spybreak!, BT - Smartbomb, and Lionrock - Fire Up The Shoeshaw.

Yeah I know what you mean. Stuff guaranteed to be discovered by a select few. Or y’know found on the soundtrack of Film/Go

everything in Cartoon Network Groovies would work, especially Soul Coughing's work

that said, ymmv. ''El Oso'; definitely sounds 90s but it is also super distinct and feels modern at the same time

i do argue They Might Be Giants also fits, even if they are technically late 80s/early 90s

look into ps1-era drum-n-bass/jungle for a distinct 90s sound if you dont mind electronica
