1. This really isn't the proper forum to plug your trope ideas.
2. This idea is a flame/edit war waiting to happen.
3. Sliding scales are no longer accepted on the site for a number of reasons.
See, it actually would cause problems because people would just edit war and argue over where certain characters fit. How do you quantify if a character is "hated" or "most hated"? How do you know if the fans aren't talking about them because they're indifferent or because the hate them? Where to Base-Breaking Character go? That's why the other scales are more objective and about patterns and in-universe portrayal.
A scale like this is a fight waiting to happen, regardless of the third point HMHC made.
Also, why on Earth do you think that having multiple cleanup threads for issues like these would make us want to do this?

Currently Working On: Incorruptible Pure PurenessThe idea, for all intents and purposes, was to stop the edit wars between Ensemble Dark Horses, Base-Breaking Characters, and Scrappies, especially when you take into consideration the Loads And Loads Of Characters that exist in Mobile Games, some more infamous or loved than others! To list every character in either of the three categories would clog up the individual YMMV, Base-Breaking Character, Ensemble Dark Horse, and Scrappy pages!
But I had no idea that this idea would enact a flame/edit war!
Plus, I wasn't sure where to put in my ideas for a Long Term/Perpetual Project that I thought we'd all agree upon and the Sliding Scales still exist on TV Tropes and none of them have been removed as far as I know, like the Nintendo Hard scale for example:

Most Sliding Scale projects are grandfathered in, them not having been cut doesn't mean we want new ones

Edit wars would be very common if tropers begin judging characters by morality, ability, or popularity.

I was thinking of an idea for a new Sliding Scale project for TV Tropes Just for Fun!
A Sliding Scale Of Character Reception/Favoritism/Popularity
With this scale, we can determine which characters rank from Most Favored to Least Favored in terms of characterization, abilities, feats, and the like! This way, people will know which characters are generally liked or disliked even if they don't fit in the Base-Breaking Character, Ensemble Dark Horse, or Scrappy tropes!
Here's an example:
1. Most Loved
2. Loved
3. Indifferent
4. Hated
5. Most Hated
Of course, a 1 to 10 scale could work too, with 1 being the Most Loved and 10 being the Most Hated!
But what do you guys think? I think I'd be a great idea and it wouldn't hurt the website one bit!
