It was Riddler. The whole aim of Nashton's riddles up to that point was to get Falcone arrested and "bring him into the light" IE bring him to the front entrance of the Iceberg Lounge where Nashton could snipe him.

I could see Penguin having at least a little weirdness. This would be a great opportunity to bring in the OG Killer Croc, i.e. "Bane-lite with really bad skin" and make him some sort of rival or active obstacle to Cobblepot's rise.
He doesn't really strike me as the main rival to match wits with, but he would definitely be the muscle.

Bane is supposed to be a genius In the comics so it's way worse when adaptations turn him into a dumbass. A guy who can both outfight and outthink Batman.

...Come to think of it, a crazed Batman willing to use guns and all sorts of weapons like flamethrowers would be fitting as a villain for this incarnation of Batman.

That's my job, as an adult.I don't know how they'd put in the usual suspects (Jean-Paul Valley and Jason Todd), and there's no way we'd ever get a universally displaced Thomas Wayne Batman in this verse (and the Affleck Bruce was basically a somewhat less psychopathic take on the Flashpoint Batman anyways).
A gun-toting vigilante nutbar who thinks he's a "better" Batman would be an excellent villain for the current cultural zeitgeist in general.
There were those Gun toting fake Batmen in Dark Knight.

Jason has come back to kill for Mommy.Azrael is a great character but his whole thing as a religious templar ninja from a Knights Templar organization with a bright red costume and fire swords is pretty clashing with the very grounded grimey aesthetic of the Reeves setting
Funny thing one of the films writers recently Batman: Imposter dealing with a gun-toting copycat Batman with a similar setting and aesthetic to the film

A whole year is a long wait though. I guess Reeves is really just having trouble cracking the script.
It's really unfortunate how this franchise in particular keeps getting sacked with delays, but hey, anything that could help it do well, right?
