FIXED: So I followed Van-San's advice in the query report and changed my timezone. I was immediately able to change my avatar.

There's not really anything we can say, mate. If you can't change the timezone, you'll be stuck with the glitch.

I was having this issue too, but just now I figured it out!
You don't need avatar sharing. All you need to do is have an image already uploaded. Then, go to your avatar gallery and select the image you want to use (it should be outlined in blue).
Now go to the top right corner of the page, click the tiny avatar, and select "profile" from the drop down menu. And voila! You will be brought back to your profile page, and the avatar will be changed to your desired image!

I think I followed your instructions correctly but it's not working for me. Then I thought maybe I need to refresh but that does nothing.
Same, i already did but i can't put my avatar in. It's been almost 4 months.
You have two avatars each; you can click on one to have it.
I'm having the same problem, I think this really should be considered a bug that should be fixed.

For those that still have a problem, changing the timezone fixed the problem for me.

I have an issue with the quality of the avatars I upload. Why does the quality of most avatars gets ruined/become awful even if they're small png images? My current image is originally HD, but the quality got ruined when I uploaded it. How can I fix this?
