This is just common sense. Get the backlog cleaned out.
I had a dog-themed avatar before it was cool.Shepherding a TLP takes much more effort than just bumping it to the top again. Who's going to shepherd all these old ones that dropped to the bottom from lack of interest the first time?
There's a reason TL Ps are listed in order of most recent activity: it serves to winnow out the ones that no-one is interested in anymore.
Sure, go look through the back pages and if you see one that you, personally are willing to put the effort into, you can bring it back. But wholesale bumping of any that sound interesting so someone else can do the work? No, not a good idea.

Add: Plus, some of the bumps from the 2011 drafts stated No New Stock Phrases. This was a personal peeve because, well, they were made in early 2011. These drafts were made before the policy was implemented.

Perhaps the protocol I have of of no bumping old threads on forums has also almost applied to TLP.
Edit: I also realized, holy crap! Almost 10000 drafts! Perhaps launching and/or nuking old drafts could be a solution, though it would take a while, since the old drafts used to have tags.

If not for this anchor I'd be dancing between the stars. At least I can try to write better vampire stories than Twilight.TLP discard/salvage project has three threads in Short term projects? Two should be closed. :-)
I say the Trope Launch Pad has way too many drafts that are very old and haven't been touched since as early as 2011 and they're taking up so much server space, so I suggest doing a major cleanup of the TLP.
As of this writing, it has a total of 9419 drafts.
