I just realized that Disney has never had a Monster Clown as the Big Bad of a whole movie.note That's what I would add.
Maybe he could he a Magical Clown or jester who is both cunning and scary. Something like Kefka Palazzo. Heck, maybe I would just make FFVI as a 90's Disney movie. 
Kefka, or a character based on him, would have a magnificent Villain Song.

Reprint sets of semi-classic expanded-legal Pokemon cards so out-of-print staple cards for formats like Gym Leader Challenge can be acquired without breaking the bank.
SoundCloudSo, the Joker has had multiple Villain Songs across various media, but very few other DC villains have. I think that needs to change.
You know who would have a great one? The Scarecrow. He could sing to someone while they're hallucinating from his Fear Toxin, and it would be all about how "I Know What You Fear."
