Like, Cell and Raditz and the Ginyus and such end up rehabilitated through HFIL but Frieza is the last holdout who refuses to give up his wickedness, so they wind up closing the door on the neighborhood but sending Frieza off for more intensive treatment.
Maybe with a Cocoon Guru or something added in.

Broad strokes canon? Similar events to the movies happened in the abridged canon, but different from the ones we see in the movies in a way that there are no continuity or plot issues.

Heck, the Broly movie implies all the movies happen in one continuity.

The events of the movies aren't canon to the series, but things in the movies exist in the universe of the series.
At least, that's how I've always taken it.
HFIL muddies the issue, with the denizens of the other neighborhood being movie villains whose stories clearly happened in the same continuity as the main neighborhood's canon villains. Cooler even brings up the Big Gete Star, confirming that he didn't just die somehow but very specifically underwent the events of his two films.
I think the official answer at this point is "Meh; Don't think about it too much."

Doing a complete rewatch and man the series really is an Unintentional Period Piece in multiple years. MySpace, Circuit City, etc.
