Note that a Kugelblitz style black hole would not be able to accrete mass. It would radiate far too strongly for anything to fall in. It's not "throw in mass, get energy out" — for that you need a much larger one, preferably of at least stellar mass, and rotating very rapidly.

Also, the effectiveness of a Kugelblitz depends on how your setting resolves the black hole information paradox. Because if quantum information is preserved, you might end up with lepto-hadronic Hawking radiation that is hard to harness and forms lots of radioactive activation and penetrating secondary radiation.

If you can create black holes for power, as in you drop mass and it gives energy in return, you'd be something like a god-like civilization to the point where even long distance interstellar travel is figured out.
Probably if you can create artificial black holes, you can also use them to create warp drives.
It would be like walking into Therian territory of civilization overpoweredness.
