Technically, I suppose. As it's written by Dante himself, it could also be considered a sort of Self-Insert Fic.

Hey, if you wanna get technical, tons of classic literature is fanfic, including much of the works of Shakespeare and nearly every Greek play.

I genuinely don't think it's overrated, it's a wonderful epic.
