I think the basics would be pencils and pens, rulers, copy paper, a good scanner, and Photoshop. I think anything after 5 would work. Not Elements.
What you need beyond that depends on what "bonuses" you want in your comic - screentone packs, coloring, etc.

Beyond that, the world is your canvas. As long as you can post it online, you're good. People flock to a webcomic made with real skills.

I use printer paper, mechanical pencils, micron pens, scanner, and photoshop. Nothing fancy (except perhaps Photoshop but that's because I want colour, the pens would be enough if it were black and white).

What kind of materials would I need to produce a higher-quality webcomic?
