Please recommend me an artist for a commission piece

I want to commission a piece of fanart from someone as a birthday present to my little brother, but I don't really know who to ask or where to start looking for such a person.

In case it matters what kind of a picture I'm thinking about, it would be Zidane Tribal◊ from Final Fantasy IX and Edward Elric◊ from Fullmetal Alchemist standing in a Back-to-Back Badasses pose.

Does anyone here know anyone good they can recommend? Do you know if I can get the physical copy of the art, or if it'll just be an image file? Can I pay with a credit card or do I have to subscribe to some other payment method?

I don't know about specific artists, so I'd recommend you to lurk the fora of art-specific sites like deviantart and conceptart.org. There you can find artists offering themselves for requests, trades or commissions, and you can make a thread asking for artists to do your piece.

I think most artists use paypal and give you a digital copy, but the original can be bought too (assuming there is a original to send, many artists use digital these days).

With some luck, one of the good artist that dwell in Tvtropes may take your offer.
