He only seems to get access to time travel at the end of the game, but once he has time travel, he can do whatever he wants with it and can return to any point in the timeline that he wants. Porky spends the entire game being selfish, cowardly, and weak, but he somehow manages to learn the necessary skills to manage a major company, fly a helicopter, manipulate dark magic, build and maintain extremely advanced technology, and a whole host of other stuff that even adults can't do successfully, while Ness, in the exact same span of time, really only trains up the two skills he started with: using PSI powers, and swinging a bat really hard. Porky basically spends the whole game Save Scumming behind the scenes, bailing himself out over and over until he can successfully get away with his plans, which inevitably means scaling up the next phase of his plan because at the end of Ness's journey is Giygas; the only way for Porky to stay at the center of Ness's world is to hijack the final boss's position and take it for himself. Once Ness defeats Giygas and the journey is over, there is no next step for Porky. It's over, but he's not ready to finish playing... and that's how Mother 3 happens.
After the events of EarthBound Beginnings and EarthBound, two things are now publicly known: 1) the existence of PSI, and 2) that there are alien creatures who are not only hostile, but possess technology and power far beyond our own capabilities. As a result, world leaders freak and decide to use PSI and found alien technologies to bolster their militaries.
However, Giegue's race, after seeing their top candidate for world dominating crippled and made insane by the power of actual, raw emotion when he attempted to invade Earth, something which the whole of humanity hold near and dear, they keep away from the humans, not wanting another one of their domination plans to go disastrously wrong as it did last time. This, of course, renders the original point of most of Earth's new military programs moot, and after waiting for so long without a reply, the world's leaders decide to slowly turn against one another. Wars, thanks to bolstered technology and the advent of PSI, became far more devastating, and eventually, the destruction of Earth, either through massive WOMDs or even the massive power of PSI, was inevitable.
A small group of survivors then set out for the Nowhere Islands, but not before their memories are wiped, most likely by a PSI user. Porky's involvement in all this might have been huge or completely negligent to the outcome. Regardless, thanks indirectly to the events of the first two games, the vast majority world of the world is now in utter ruins.
