Power Rangers has had many evil empires over the years.

• Mighty Morphin' Power Rangers: The Evil Space Aliens.
  • The Emperor: Rita Repulsa. Later on though, she marries and forms a Big Bad Duumvirate with Lord Zedd.
  • The Right Hand: Finster, Rita's monster maker. Though his role as the monster maker becomes redundant when Lord Zedd arrives, as he can create monsters by his own.
  • The General: Goldar and Scorpina, the enforcers who supervise most monster attacks, though the former is considerably more prominent. Scorpina is later replaced by Rito Revolto, Rita's brother, in season 3.
  • The Oddball: Squatt and Baboo, the Bumbling Henchmen Duo.
  • Evil Counterpart: Tommy Oliver, whom Rita brainwashes into becoming the Green Ranger and serving her. After the Rangers free him from Rita's brainwashing, he becomes their Sixth Ranger.
  • The Man Behind the Man: Lord Zedd, Rita's master. And above him there's Master Vile, Rita and Rito's father. And behind him, there's Dark Specter, the leader of the United Alliance of Evil.
• Power Rangers Turbo: Divatox's Crew.
  • The Emperor: Divatox, the Intergalactic Pirate Queen of Evil.
  • The Right Hand: Elgar, Divatox's nephew. He later shares this post with
  • The General: Rygog, Divatox's second-in-command and general.
  • The Oddbal: Porto, Divatox's technical advisor.
  • Evil Counterpart: Crash and the Creeps.
  • The Man Behind the Man: General Havoc, Divatox's much more threatening brother. And above him, Dark Specter and the United Alliance of Evil.
• Power Rangers in Space: The United Alliance of Evil
  • The Emperor: Dark Specter, The Man Behind the Man for all previous villainous groups.
  • The Right Hand: Astronema, Dark Specter's apprentice and the one who oversees most of the alliance's plans on his behalf. She becomes the actual leader after Dark Specter dies.
  • The General: Ecliptor, the UAE's main field commander and Astronema's top general.
  • The Guard: Rita Repulsa, Lord Zedd, Master Vile, The Royal House of Gadgetry, Divatox and General Havoc, who all were in charge of their own operations under the league.
  • The Oddball: Elgar, Divatox's nephew who's promoted to serve Astronema, and Darkonda, a Psycho for Hire under Dark Specter's personal employ.
  • Evil Counterpart: The Psycho Rangers.
• Power Rangers Lost Galaxy: Scorpius and Trakeena's army.
  • The Emperor: Scorpious, the leader of the army. Trakeena later succeeds him.
  • The Right Hand: Trakeena, Scorpius' daughter. When Trakeena takes over this role goes to Villamax, her loyal right-hand man.
  • The General: In succession Furio, Treacheron and Deviot, the field commanders of the army.
  • The Guard: Brunt, the one keeping the Galactabeasts captive for Scorpius.
  • The Oddball: Kegler, Villamax's companion.
  • Evil Counterpart: The Centaurus and Stratoforce Megazord and the Zenith Carrierzord, which are temporarily brainwashed by Deviot before the Galaxy Rangers free them. Also the Psycho Rangers from In Space when Deviot revives them.
• Power Rangers Lightspeed Rescue: The Demons.
  • The Emperor: Queen Bansheera, the ancient leader of the Demons.
  • The Right Hand: Diabolico, who leads the Demons in Queen Bansheera's absence. After his defeat by the Lighspeed Rescue Rangers, he's replaced by Bansheera's son, Prince Olympius.
  • The General: Vypra and Loki, generals who serve under Diabolico and Bansheera.
  • The Guard: The Gatekeeper of the Shadow World.
  • The Oddball: Jinxer, the monster maker and enlarger of the Demons. Prince Olympius also fitted this role when he was still the baby Impus.
  • Evil Counterpart: Ryan Mitchell, the Titanium Ranger, who's adopted by Diabolico and is corrupted into stealing the Titanium Morpher and fighting the Rangers. The Rangers remind him of his past, and he turns on the Demons.
• Power Rangers Wild Force: The Orgs.
  • The Emperor: Master Org aka Victor Adler, who is channeling Master Org's power. Temporarily usurped by the General Org Mandilok until the real Master Org comes back.
  • The Right Hand: General Org Retinax, Master Org's bodyguard, and Duke Org Onikage, his ninja enforcer.
  • The General: General Org Nayzor.
  • The Security Officer: Duke Org Onikage, who Master Org entrusts with eliminating traitors.
  • The Oddball: Duke Orgs Jindrax and Toxica.
  • Evil Counterpart: Duke Org Zen-Aku, a wolf-themed Org in control of the Predazord and who's possessing Merrick Baliton. Merrick later becomes the Lunar Wolf Ranger, and Zen-Aku becomes an Evil Counterpart and Rival to him.
  • The Man Behind the Man: The real Master Org.
• Power Rangers Ninja Storm: Lothor's army.
  • The Emperor: Lothor, an evil Ninja Master.
  • The Right Hand: Marah and Kapri, Lothor's nieces.
  • The General: Zurgane and Choobo, Lothor's generals.
  • The Oddball: Motodrone and Shimazu, two of Lothor's more uniquely themed minions, and Vexacus, become Lothor's rival who joins while actually plotting to usurp him.
  • Evil Counterpart: Hunter and Blake Bradley, the Crimson and Navy Thunder Rangers, who are convinced by Lothor that the Ninja Storm Rangers are their enemies and are later brainwashed by him. The Ninja Storm rangers free them of Lothor's brainwashing, and the brothers become their allies.
• Power Rangers S.P.D.: The Troobian Empire
  • The Emperor: Emperor Gruumm.
  • The Right Hand: Mora/Morgana, a Creepy Child who acts as Gruumm's Maker of Monsters.
  • The General: General Benaag, high-ranking commander who's led many conquests for the empire.
  • The Oddball: Broodwing, the empire's Arms Dealer.
  • Evil Counterpart: A-Squad Power Rangers.
  • The Man Behind the Man: Omni the Magnificence.
• Power Rangers Mystic Force: The Morlocks.
  • The Emperor: Octomus the Master, master of the underworld.
  • The Right Hand: Sculpin, the leader of The Ten Terrors.
  • The General: Morticon. After his defeat by the Mystic Force Rangers, he's replaced by Imperious.
  • The Oddball: Necrolai, the spy for the Morlocks.
  • Evil Counterpart: Koragg the Knight Wolf. It turns out he's Nick's brainwashed father. After the Mystic Force Rangers free him of the Master's brainwashing, he becomes the Wolf Warrior.
• Power Rangers Jungle Fury: The Dai Shi Clan.
  • The Emperor: Dai Shi, who uses the body of Jarrod as a vessel and can transform into the Black Lion Warrior.
  • The Right Hand: Camille, Dai Shi's right-hand woman, who has a warrior form of her own. She later falls in love with Jarrod rather than Dai Shi, and their love helps them turn each other good.
  • The General(s): Overlords Carnisoar, Jellica and Grizzaka, elder immortals who serve as Evil Mentors to Dai Shi.
  • The Oddball: Jarrod, Dai Shi's host.
  • Evil Counterpart: Jarrod and Camille.

  • The Emperor: Venjix, an evil sentient virus.

  • The Right Hand: Vrak, alien prince who acts as Malkor's advisor and tactician.
  • The General: Creepox, the main field commander of the Insectoids.
  • The Guard: Metal Alice, who runs the underwater base the Warstar robots are manufactured in.
  • The Oddball: Bigs and Bluefur, two Muck Monsters from Earth recruited by the Warstar.
  • The Man Behind the Man: The Armada.
• Power Rangers Super Megaforce: The Armada.
  • The Emperor: Emperor Mavro.
  • The Right Hand: Princes Vekar and Vrak.
  • The General: Damaras.
  • The Guard: Admiral Malkor.
  • The Oddball: Levira and Argus, Prince Vekar's scientist and bodyguard respectively.
• Power Rangers Dino Charge: Lord Arcanon's forces:
  • The Emperor: Lord Arcanon.
  • The Right Hand / Evil Counterpart: Doomwing, Zenowing's evil other half.
  • The General: Singe, Lord Arcanon's main enforcer.
  • The Guard: Sledge.
  • The Oddball: Heckyl/Snide.
• Power Rangers Ninja Steel: The Galaxy Warriors crew.
  • The Emperor: Galvanax, reigning champion of the show. He's later usurped by Madame Odius.
  • The Right Hand: Cosmo Royale, the host of Galaxy Warriors.
  • The General: Ripcon, Galvanax's general. When Madame Odius becomes the leader, Badonna and Tynamon take on this role.
  • The Oddball: Madame Odius, Galvanax's advisor.
  • Evil Counterpart: The Galactic Ninjas, and also a robotic clone of Aiden Romero.
• Power Rangers Cosmic Fury: Squid Ink Inc., an Evil, Inc. that is bankrolling Lord Zedd's reign of terror.
  • The Emperor: Lord Zedd returns in this season.
  • The Right Hand: Bajillia Naire, the CEO of Squid Ink Inc. who frees Lord Zedd. She has her own evil agenda and tries to usurp Zedd towards the end.
  • The General / Evil Counterpart: Ollie Akana, brainwashed into becoming the Dino Fury Evil Blue Ranger. He's the villain who most often directly engages the Rangers, and for obvious reasons he has the most personal connection to them. In the season's endgame, his friends free him and he joins them as the Cosmic Fury Blue Ranger.
  • The Guard: Omwhyzo, overseer of Earth's colonization; and Inkworth, Zedd and Bajillia's butler who defends the castle.
  • The Oddball:
    • Squillia Naire, Bajillia's spoiled daughter who barely cares about any of this.
    • Scrozzle, a Rogues' Gallery Transplant from Power Rangers Beast Morphers working as the Evil Genius.
