Naruto, while idealistic, does have a few irredeemable characters who surpass all the others in heinousness.

Shippuden anime
  • Twelve Guardian Ninja arc: Kazuma, also known as Furido, is a former member of the Twelve Guardian Ninjas and was a friend and comrade of Asuma Sarutobi and Chiruku. He saw the Hokage, and by extension, useless and threats to the figurehead Fire Daimyo in the Land of Fire. Originally, he convinced half of his comrades to try to assassinate the Hokage while Asuma stopped him, and seemingly killed him. Years later, after it was revealed he implanted Kurama's chakra into his son to create a weapon to destroy Konoha, he attacks dozens of border towns with his men. After killing thousands of people, he raided the tombs of his former comrades and would use them to make a Weapon of Mass Destruction to incinerate every man, woman, and child in Konoha to the ground, all the while constantly beating and manipulating Sora to turn on his new friends. The people he killed on the border towns were used to create a small-scale Zombie Apocalypse around Konoha to distract, and trap, everyone in the village. Finally, when that plan failed he triggered his son's Superpowered Evil Side and sent him to destroy Konoha.
  • Power arc: Disonasu seems to be the kind leader of Hachō Village. In truth, he is a Serial Killer who once collaborated with Orochimaru on Reanimation. Desiring power after a defeat at the hands of Pain, Disonasu teams up with Kabuto in order to acquire the ancient device known as the Ama no Hoko, ordering and participating in a massacre on the nearby Tonika Village to gain the "Sounds" necessary to activate it. When he finds two of the Sounds missing, Disonasu orders Kabuto to attack his own village to find them, resulting in a battle that nearly destroys the whole town in the process. In spite of being aware of the world-destroying power of the Ama no Hoko, Disonasu activates it anyway for the simple reason of wanting to regain the power that he lost long ago.
Anime movies
  • Legend of the Stone of Gelel: The greedy Haido seeks the titular Stone of Gelel, having attacked Temujin's village for it, personally killing the latter's parents in the massacre. Sparing the children for the use he saw in them, Haido made Temujin his apprentice while having the others put their souls in suits of armor and turning them into his unquestioning soldiers. Haido uses his brainwashed army to assault the Land of Wind for the Stone, and upon reaching the Mines of Gelel, Haido begins an all-out slaughter, and even mocks Temujin when he realizes Haido was responsible for his parents' death. Transforming to kill his enemies, Haido proclaims that with the Stone in his possession he will enslave the entire world.
  • Boruto: Naruto the Movie: Momoshiki Ōtsutsuki is a member of the ancient Ōtsutsuki clan who arrives on the Naruto Earth and promptly drains Killer Bee of chakra, leaving him for dead. Intending to harvest all the chakra of Kaguya Ōtsutsuki, which would likely kill every living being with chakra on the planet, Momoshiki attempts to cultivate a new chakra tree to enhance his own power. While the chūnin exams are underway, Momoshiki and his partner Kinshiki Ōtsutsuki attack the Leaf Village, Momoshiki destroying everything in sight while laughing like a maniac as he targets civilians. Only Naruto's sacrifice saves Momoshiki from annihilating the entire village, and possibly more, with a huge attack. Capturing Naruto, Momoshiki attempts to drain him dry of chakra and shows no remorse in literally eating the loyal Kinshiki for more power, or trying to kill all of Naruto's rescuers, even his twelve-year-old son Boruto.

Boruto

  • Isshiki Ōtsutsuki, more commonly known as Jigen, came to earth to create a new God Tree to consume all life in order to give himself a new Chakra Fruit to evolve further. Upon being betrayed by Kaguya, Isshiki stole the body of a young monk named Jigen, keeping him prisoner in his own mind for a thousand years as he formed Kara. Being responsible for the deaths and experiments of Kara, including the horrific deaths of all prospective vessels save Code and Kawaki, Isshiki later emerges to try to steal Kawaki's body with the plan being to resume the God Tree to consume the world. After his death, his spirit leaves his will to Code, telling him to devour world after world, inheriting Jigen's desire to become a god.
  • Kara Actuation arc:
    • Victor, Number V of Kara, poses as a kind businessman all for the purposes of cultivating a new God Tree for immortality. Having his own researchers experimented on and murdered, Victor later cultivates the incomplete God Tree with an attempt to feed all of his company's workers to it so it may bloom its Chakra Fruit, intending to unleash it on the Land of Valleys in his attempt to prolong his life.
    • Deepa, Number VII of Kara, is involved in the cultivation of the God Tree's fruit, intending to help Victor unleash it so he may taste it and then run rampant along the world, killing as he goes. A sadistic killer, Deepa is introduced having massacred everyone in a restaurant before killing everyone in his way of getting to the stolen Hashirama Cell that Victor also seeks. Later massacring another restaurant, something entirely routine for him, Deepa is shown to have no hesitation attempting to murder children or anyone who even mildly inconveniences him, all to savor the "flavors" of despair.

  • Naruto Shinden's Konoha Shinden: Steam Ninja Scrolls: The Jashinist Ryūki poses as a holy man seeking to help people connect to their loved ones. Behind a series of kidnappings while seducing young women to his sect, Ryūki brings them for a holy ritual, though he intends to poison and offer them as blood sacrifices in a large number to his god Jashin in order to achieve immortality. Despising the peaceful era he exists in, Ryūki gleefully intends to throw the world back to chaos and slaughter, viewing the depraved Jashinist murderer Hidan as the only being worth emulating.
  • Video Games:
    • Uzumaki Chronicles: Orochimaru sought a jutsu capable of providing him a constantly reviving army. To that end, he discovered and perfected a parasitic mist that slowly ate the victim from the inside out and took over their mind. Countless people, dead or alive, including condemned prisoners and innocent Wind Gate villagers, were kidnapped and exposed to the mist, turning them into undead killing machines against their will. Orochimaru's ultimate goal with this experimental jutsu was to loose his army on the Leaf Village to destroy it once and for all.
    • Path of the Ninja 2: Genshō Ryūdōin attacked and destroyed a village in the Valley of Evil in order to unseal the Spirit Beast, a giant catfish-like demon with enormous power. Genshō plans to use the Beast to destroy worthless nations and their peoples so he could rule the world. Unsealing the Beast also unleashed its evil spirits, which can make a person aggressive and obsessed with attacking other people until their deaths. When Jakō, one of his two brothers and Co-Dragons, tells him the evil spirits will reach Konoha before the Beast is fully revived, Genshō smilingly replies that he can't wait for that to happens. The evil spirits eventually reached Hidden Sand Village and Konoha, corrupting their inhabitants. After Genshō absorbed the power of the Beast, he thanks Jakō for buying him some time by killing him. He then forces Naruto to watch him killing his friends by slowly draining their strength.
