The only thing stopping Rojas from rearresting Yin is Gordon pulling rank, and ordering him to release and reinstate Yin.
5* BringIt: When Rojas has the police hold Batman at gunpoint, he tries to assert his authority by demanding Batman either take his mask off willfully or he'll come over and do it for him. Batman was unintimidated and silently gestures with his hand to come and try if he dares to.
