Objectively, the biggest villain in the story turns out to be King Radical, but the Doctor [[SitcomArchNemesis comically]] considers his ArchEnemy to be to be a "birdosaurus" that's been annoying him a number of times, and that's the enemy he has ecstatic fantasies about killing. When he has finally foiled King Radical's EvilPlan for good, Radical sets up a highly elaborate scheme of revenge against the Doctor, tormenting him again and again. And then Radical shows up for the FinalBattle riding the birdosaurus. Which he then kills. |
