It may be in a work which has ArtEvolution, [[InternalHomage calling back to its own specific past]], or it may be an AffectionateParody of more general styles.

The laser beams shown in the flashback are also noticeably made with a 2D rotoscope, instead of CGI. Those elements make the scene appear very similar to a First or Second Doctor episode.
