“Turn-Based Strategy doesn't always have this limitation, most notably in the Civilization series, where the Tech Tree extends throughout the game.”
Since 4X games like Civilization only have ONE level/stage/whatever, Reinventing the Wheel is —by definition— impossible in the genre.
