Wormholes only appeared once while the Scarlet Witch's reality-warping was affecting him, telepathy only appeared once or twice in the Silver Age, and I've never seen invisibility.

- It actually has less to do with chance, and more with learning ability. Bending is like any martial art, it can be learned with hard enough work put into it. Also, given the fact that bending is a martial art that nearly all the nations employ in their military, said martial art is more or less guarded from members outside the respective nations; this is also why the commonwealth of each nation aren't all benders. However, the inherent nature of chi each citizen has just makes it easier for them to learn their nation's fighting style. Bending is not the only martial art in the Avatar world, as proven by Jet, who employs a fanciful wushu style with his Tiger Hooks. Ty Lee, with her knowledge of Dim Mak, otherwise known as Tai Chi, which is an art explicitly focused on manipulating chi, the energy that is present in everything. Chi is also used to great effect in fueling and enhancing martial arts in general and even life, and most importantly in this aspect of martial arts, motor functions. However, it might still be a lottery, but it's just a lottery of birth into which ever nation's military you could end up in.
- Not entirely this. A person is born with a certain amount of bending ability or they are not, and this is not even entirely dependent purely on genetics (in one earthbending village, there are identical twins, only one of which has any bending ability): also, they will only be able to bend in the element corresponding with their nationality (there would never be for example, an earthbender born to waterbender natives), excepting the Avatar. However, you are only born with the ability to do this or not, and to gain any proficiency in it will need to be trained. Even the Avatar, born with the ability to master all the elements as well as several other completely exclusive abilities, requires training in any element before he can use it, although with his experience from past lives is more likely to master an element much quicker then any normal person and improvise new uses of their power.
