The actual plot of a planetary romance will fall into some other genre, but these stories are not read for the plot. The heart of the story is the world itself, depicted in elaborate detail. The plot is secondary, and often little more than a thinly veiled excuse for a travelogue.
Possible, but many planetary romances are thinly veiled excuses to set up the adventure you want with the minimum of fuss.
