Doom Tay: I think this can also be justified as the victim isn't surprised about being in a costume as so much as either how he looks in it or that it's that costume as opposed to something else.

St Fan: Yes, several examples lean into this, especially every case of "distracted dressing". The main commonality, I'd say, is that the "surprise" always come after the character find him- or herself fully dressed. A kind of Genre Blindness preventing them to have an idea of what the costume would look like unless it's worn.
