Well, there's also Ishigami, but he feels more fleshed out than Riku to me, and set up as more prominent character in the future than Utomiya, so I'll leave him for now.

Plenty of characters end up being introduced and then not contribute much to the overall plot and/or be characterized only as {{Satellite Character}}s to someone with more authority in their group.
** [[FauxAffablyEvil Tokinari Tsukishiro]] is introduced near the end of Year 1 as a ruthless and scheming new director of the school who had replaced [[ReasonableAuthorityFigure Chairman Sakayanagi]] through a rumor to expel Ayanakouji and bring him back to the White Room. He quickly proves he's dangerous by tampering with Kiyotaka and Arisu's chess match during Event Selection Exam and covering his tracks. He then offers TheBet for Ayanokoji that he's going to leave him alone if he manages to correctly identify the identity of a White Room student mixed in with the upcoming freshmen students. All of his actions thus far set him up as a major antagonist for Year 2. However, [[spoiler:he ends up leaving his position as the director to return to the White Room by the end of Volume 4.5. It also happens for unknown reasons, not because of losing aforementioned TheBet or his departure being orchestrated by Kiyotaka revealing his tampering with exam results.]]
** [[BrilliantButLazy Chiaki Matsushita]] also gets a more active role near the end of Year 1 after being selected for the mental math competition in Event Selection Exam. She's quickly set up as a {{Foil}} for [[DoWellButNotPerfect Kiyotaka Ayanokoji]] and a MirrorCharacter to [[AcademicAthlete Rokusuke Kouenji]], the two students who much like her could carry their class if they decided to contribute more. She also [[ExcellentJudgeOfCharacter figures out there's more to Kiyotaka]] after he correctly answers the hardest question of the mental math competition and after [[StalkerWithoutACrush stalking him around]]. With aforementioned parallels and her being one of characters somewhat in the know about Ayanokoji's abilities, she appears to be set up as a major character for Year 2, potentially also expanding TheProtagonist's ever growing harem. [[{{Fauxshadow}} Yet]], [[spoiler:she ends up retaining a minor role throughout Year 2, only getting a few noteworthy scenes.]]

That's even though the number of incredibly skilled characters is still a small percentege of all students at school, even the worse-performing students have their own area of expertise and tend to improve their grades, Kiyotaka has a mindset of helping other students grow to unleash their potential, and the fact that the series wouldn't be as exciting if every single character was TheChessmaster with no pawns to use for their plans.
