If you were a fan of the first movie, there's no guarantee you'll love this one. It wasn't a bad movie, but it definitely wasn't on the same level as its predecessor.
First of all, the characters that were in the first movie are all kept about the same... except for Lilo. She does have a good role near the middle and end of this movie, but there were some parts of the movie she seemed to have no role (or worse, a damsel in distress kind of role). For example, there is a scene where she and Stitch use the spaceship to rescue Jumba from Gantu, and every time something goes wrong she starts whining. At first it seems realistic; kids whine. No big deal. It starts to get annoying, though, when most of what she is whining about is stuff the audience can see in front of them ("we're losing all our power! We're gonna crash!") The new characters (the other experiments) are pretty cool and fit in with the setting of the movie, but Dr. Hamsterville can get really annoying for older viewers (especially since most of the jokes about him are that he is short and his name is "hamsterVILLE" nor "hamsterWHEEL.")
The jokes in the first movie are way funnier than the second, but that doesn't mean there wasn't some good jokes thrown in there. The story is interesting and the dialogue is really memorable. I say this because I haven't seen this movie since I was little (I probably only saw it twice, since I never had it on DVD) and yet I somehow remembered most of the dialogue before the characters said it. This wasn't a bad thing, it made it more nostalgic.
If you hate sequels and don't want to see Lilo and Stitch in anything besides the first movie, then this is not for you. But if you can put away your cynical side and appreciate the movie for what it is, you might find something to like about it. I recommend this for kids about 5-11 or anyone who likes cartoons.
