I'm really late, but I feel like people keep saying that 19 Ran is weird, but she isn't, she totally makes sense.
A big part of the character of every Yakumo (Chen included) is that Yukari says things about them and then said Yakumo forgets to actually show these things. It happens all the time with Ran (who more or less just behaves like a kitsune who is also a math nerd). Hell, at one point Yukari says she has complete control over Ran and then curses her out over her terrible programming of Chen on the same page, when, if you think about it, that would be entirely Yukari's fault if she did have complete control (either Yukari has to program Chen better herself, or fix her own code that makes Ran terrible at it).
What's extra funny is that things Yukari says about shikigami are generally true. You *are* supposed to bind them by arms and legs until they can barely do your bidding and can't do anything else, since actual shikigami are chaotic spirits and are very happy to destroy things if you don't. But actual shikigami aren't a kitsune (one of the generally easiest to get along with youkai) or a cat.
And then there's Chen being called a bakeneko. Which, she could have been at one distant point, theoretically, but she really doesn't behave like it. Cat youkai are overall less of a rigid system and more of a spectrum; the same cat could become any of the youkai cats, depending entirely on how good of an owner they had. And bakenekos are previously abused balls of hate. Chen behaves more like a slightly edgy nekomata - a general cat youkai who just kind of lived a normal life and got really old.
Either way, while Ran is *said* to be a totally mind-controlled kitsune, she's really just shown to be a kitsune. Hell, she isn't even shown like a nine-tailed kitsune, she giggles like a little girl when she tries keeping secrets from Yukari.

Huh. Okuu I understand but I always assumed Koishi spoke in the fairies manga. But, then again, might be confusing Makoto Hirasaka's official stuff with the doujins.
