Not true that nobody uses the discussion pages. It depends enormously on the trope whether the discussion page gets used or not.

Idea. Feel free to file it under the "what if" category, because it's a big one.
Nobody ever uses the discussion pages for articles (unless the article is locked), but a lot of people use the forums. What are the odds of, essentially, treating article discussion pages like forum threads?
For example, a subforum "Article Discussion" something or other, but each "topic" is actually just a link to an article's discussion page with new comments.
Alternately, give Trope Talk the ability to link to articles à la Repair Shop or Image Pickin'. Once linked, the article's discussion page (not the article itself) will show tags for topics that discuss the trope.
