If I'm sure of something it's that I'm not sure of anything.I'd prefer something... smaller? NYC is the big apple and all that, but isn't it called "the city that never sleeps" for a reason? There's activity there 24/7 so it's impossible to do a magic showdown without a few hundred people noticing it.
I'd suggest something smaller, like a medium sized town, or something. And rather than trying to make a real location work somehow, i say we make up our own location. Or just take a real one and... modify it... for our needs.

Then can you take care of it? I'm not really good at building cities. Just a general description a ffew points of interest would be more enough, that way we can all expand on it as needed.

It's a medium-sized town that can be divided in 2 sides: the residential area and the business district, the residential area is much larger, occupied mostly by small houses with the occasional villa (you can introduce manors or other stuff, since they could be located near the edge or on a errant hill or something like that).
The business district is located at the west side of the town with 2 large buildings occupying the center.
In the north part of the town there is a large park with a decent lake at it's northern edge, there also is a smaller park in the business district, but it's only a third the size of the big one.
There is a statue in the smaller park of some importance to the locals, schools and the such are usually found in the residential area.
Oh, and there's a theme park of some sort on the southern part of the town.
Hm.... is that any good? Anything else anyone wants to add?

Lets add a Large Church near the center of the city, with smaller chapels covering the rest of it.
Hmmm in what sort of terrain is our city? Mountains? Plains? Near the coast?

How about the town's an island/peninsula? The theme park is off the coast and actually on top of water.

I think having it in an American or other western setting will be good since it'll just be easier to imagine the culture and such.

Well I guess it will end up being modern city after all.
Factions and wars are interesting concepts, but a little bit too ambitious for now I think.
Maybe if we finish this one we'll get more creative next time.
