Why is it a bad thing that it takes hard work to do something of considerable skill? "good" webcomics are considered good for a reason (in most cases*); people who do them generally put a lot of effort into getting to a level people can appreciate.
I see it as a good thing that it takes years.

Many people do not want to stick with a comic for years at an end on the off chance the writer is someone who is willing to and MIGHT improve.
It's a far better idea to hone skills first, publish second. Not the other way around. But people rarely have the patience for that.

Read my stories!You can always publish a short story or one shot, I've done art for years before I dabbled in comics and I can tell you, just getting better at art in general won't necessarily mean you'll be good at comics, meeting deadlines, updating frequently and all the other stuff that shows up when you do an actual comic, that stuff requires practice too.
People will be able to tell quite quickly if you're an artist who's actively trying to improve, because having that as an actual goal -should- become quite clear within the context of each new page.
A comic's good as long as it does what it's meant to do, and in some cases that's not popularity but training/a test of skill.

This part is bull if you actually use your "crappy copic" for constructive means, rather than looking at it as a complete failure and getting depressed.
I don't see how you can go posting something that absolutely negative in a thread like this as -advice- to someone, and not expect that people might disagree with you.
Just telling people they'll fail and be depressed when they're asking for help isn't very constructive, so I figured I'd mention a few counter points.
