It says on Meaningful Echo that it's an Ironic Echo without the irony. Frankly, I don't think this explains much.

I think a clearer explanation of what the distinction is, and of how to tell what category an echo belongs in, would be helpful...

Meaningful Echo is any case where the characters repeat a line from earlier, and the new context gives the line greater weight. Ironic Echo is a subtope; I always assumed it was specifically about Bob using a prior quote from Alice for the purpose of provoking Alice, but the definition on the page seems broader. Hmm.
