It's built around a phrase rather than a much of a trope. I'd say broaden it to include someone taking any statement as a challenge.

Is it just me, or is Is That A Challenge really unfocused? I can't quite put my finger on it, but it just seems really short, unfocused and not all that trope-y-ish.
