It's a joint name, more or less. Of course, my info is pretty secondhand, since I don't speak moon and no longer have a moonspeaking roommate, so take that with some salt.
So Featherine and Battler in effect have the same alias of Hachijou Touya, and Hachijou Touya houses Battler in the same effect that Rika housed Bernkastel in Higurashi?

It doesn't have to be Hinamizawa Syndrome. It could be that someeone only thought that they heard a footstep, when it could have been an animal or something of the like. It could also be that someone is lying about what really happened.
Actually, I think this is a recurring theme in the franchise. It even extends to Umineko. Speaking of which, I hope when the second season of the anime comes out, they...er, adapt it better than the first one.
Umineko is proving to be so much better than Higurashi so far due to how far Ryu07 has planned ahead despite the convolutedness. It's its own special appeal, I'd say.
nishishishi~ Nii-nii no baka... .__.I dunno. I always had the feeling that Ryukushi prepares all of the details of whatever he is going to write before he actually sits down and writes stuff. Not just Umineko.
Remember how in Onikakushi-hen Miyo was introduced extremely early on, Rika was mentioned to be very skilled at whatever she does, and how when Keiichi is about to dodge the car, he feels like time is stopping? That's potentially foreshadowing for half the things that happen in later arcs.
Overall, I would say the story had been planned and detailed out from before Onikakushi. Hell, even though supernatural creatures such as Hanyuu exists in Higurashi, all the clues to solve the mystery are there.
Umineko's more appealing, personally, because it's more convoluted. Just me though. I mean, c'mon, Battler is actually trying to regain his memories in 1998 of the murders through the games under the alias of Hachijou Touya? It's like, how the fuck does that work, and then Ryu will somehow string it all together in a way that makes sense.
