I dunno, the former is impossible for just about any ruler (none of which want to destroy the world as much as they wish to rule it) and the latter comes from Draco in Leather Pants. There's quite a few people who could qualify for it, but it would be... divisive.
When you get right down to it, Woobie, Destroyer of Worlds is just School Shooter Turned Up To Eleven. I hate myself, I hate the people who've hurt me, I need to take it out, not just on them, but on everyone...it's the exact same attitude, just taken much, much, further. So there's probably some who come close, but just aren't on the right scale. And there's probably at least one person out there (probably some wannabe world conqueror), who does fit, although we'll likely never know it.
