Well, I think that we need more non-pilots (as, obviously, they are critical to this RP).
And don't worry about knowing too much about it - I'm the same.

Description: Shorter than average, slightly built with medium-length black hair in a single ponytail.
Backstory: Born to japanese parents, but was mostly raised by her uncle and aunt because her aid-worker parents were often away. Despite this she idolised her mother and father and accompanied them on relief operations in her school holidays when she was old enough.
She has tried to emulate her parents wherever she can, helping out those she feels are in need. The problem is she can get too involved, blaming herself when things don't work out. Still, nothing seriously terrible has happened to one of her "charges" - yet.
On first glance she seems gruff and agressive, especially towards bullies and idiots who walk right into trouble. She responds to overt displays of affection with embarassment, covered up by anger or irritability. However, she has a soft side that only appears when she's arround friends or family.
Family: Her mother and father were aid workers, often away on missions in the post-2I world. Her mother was caught in a landslide and died in hospital when Chouko was young. Her father still visits her and lives with her when he can. She has a toddler sister.
Residence: She lives with her uncle and aunt in a city appartment.
Job: Pilot of Unit 3
Life Skills: Mediocre cooking skills, but knows her first aid very well.
Combat skills: None

Physical Description: Average height, slim, shoulder-length black hair. Wears glasses to correct myopia.
Backstory: In her childhood, Mai was incredibly tomboyish and shunned by both the boys for being a girl and by the girls for being too much like a boy. The friends she made were mostly outcasts themselves. She resolved to pay all attention to her studies and zero attention to her social life. At 18, her mother and father's deaths made her realize she felt horribly lonely, which later led to her decision to act as her younger sister's guardian. This and her regaining of social contact has made her more likeable and upbeat about life in general. At some point, she gained an interest in law enforcement and protection, and a driving desire to better the world.
Family: Younger sister, older brother, deceased mother and father.
Residence: Her own apartment, where she acts as guardian for her younger sister Emi.
Job: NERV Tactical Commander
Life Skills: Little to none, only barely gets by with the cleaning and would often eat out prior to her younger sister moving in.
Combat Skills: Previously a police officer, trained in firearms etc.
Friends: Most other NERV employees her age.
Enemies: No one in particular.
I didn't make her the NERV tactical commander because I want someone else to have the fun of taking that role and being able to determine the plan of attack upon the Angels. If no-one ends up wanting to take that role, I'll do it, because I think it sounds super cool.
As for which EVAs NERV starts off with, I guess that's up to their pilots where they want to come into the story.

I think I'll leave off having my character jump right into piloting, as I may not have internet access all next week. I'll just chip in during school scenes until I'm good to go.

Yeah, that's fine.
I think the story will start with the 'Marduk Institute' calling out the initial pilots in the the middle of class (there will be plenty of gossip and speculation amongst the students, and possibly even jealousy) to be met by NERV's tactical division commander, at which point the pilot candidates meet the characters who are already pilots, and then those who haven't already shown up show up later on.
If Mai ends up being the tactical division commander, Emi will be an already-present pilot and the reason why new pilots are hired is because NERV realizes Emi has a snowball's chance in hell to fight Angels on her own.

That sounds like a good idea to me.
Considering giving Luke an older brother bridge bunny in the vein of Shigeru Aoba, with some major jealous issues to play the role of Aloof Big Brother if we are allowed a second non-pilot Character. Can be switched to tactics or tech with only minor tweaks to his character, if the need arises.

I'm considering chipping in with a non-pilot character myself (any position's fine with me). Probably someone who's actually been implanted in NERV by SEELE to check up on them and to make sure they're doing what SEELE wants.
As for when I'd like Minoru to enter the story, I'd be fine with him getting into the story pretty much immediately. My explanation is that NERV (perhaps understandably) has a lack of pilots, and so they take him in to make up the shortfall.

Life Skills: Guitar [He taught Luke], Cooking [He is deeply embarrassed by this]

Friends: Pretty anti-social, but he can warm up to more quiet people provided they don't overshadow him.

New decision:
We don't need a clone chick, but if you want to be an already-present pilot by the start of the story, you should take control of unit 00 or 01. The pilots of unit 02, 03 and 04 are hired to pilot at the beginning of the story right in the middle of a class, and 05 and 06 might be completely scrapped and everyone moved up a few slots. We won't lose any pilots, but we'll lose open pilot slots. We have enough pilots now, I think.
There are still open slots for NERV employees, and I'm giving it one more day before Mai becomes NERV's tactical commander. I'd rather not, since right now I can't think of any creative plans of attack against the angels other than to borrow the ones from canon.
EDIT: actually i just had a mental image of several EVAs using shuttle shields as a shield wall to defend the sniper against ramiel. goddamn that sounds awesome.

That sounds fine with me. Chouko will be one of the three hired in class.
I'd have signed up to be the tactical commander, but I don't want to make myself too plot-critical in case I have to go on a forum-haitus later on. At least pilots can be put on a bus with injury or EVA damage - there are spares .
We should start brainstorming interesting anti-angel tactics anyway. I like the shield-wall idea for the Ramiel battle. Maybe also have one EVA acting as a decoy, frantically avoiding the deam-o-death as the others charge up their shot.
How could you go about beating the giant-falling-from-space angel (forgot its name ) other than catching it?
Actually you know what I'll go ahead and take the tactical commander position for Mai now. There's nothing stopping you guys from coming up with angel attack plans in the discussion thread anyway, so it should be fun.
Anyway, I've rearranged the pilots. It doesn't really matter where you are on the roster since you'll all be present by the time of the first angel battle anyway. It kinda makes sense for Emi and Luke to be the first two pilots, since they also have relatives who work at NERV.
