Is this an example of Fantastic Racism?

I'm not very familiar with Star Trek, but when I came across this scene it struck me as a case of Fantastic Racism, (with Kirk's supposed hamminess coming through too) but I didn't see it mentioned as an example of Fantastic Racism in the trope page OR in the Star Trek page. Is it?

the sort answer is no.

the medium answer is maybe but improbable.

The long answer is that while he is going on a long diatribe with purple prose insults in that episode there was a pragmatic reason to do so if you will note spock in this scene is acting unlike himself, this is because IIRC of alien spores/flowers messing with people possibly just drastically changing their personality or possibly killing them in the long run, and that he needed/wanted spock to return to his previous spockiness. If he was raciest in an expanded universe or another episode the answer might be different so the medium answer should be changed from no to maybe but highly unlikely.

In other words its like Lando from Star Wars he lied for a very good reason.

Or the true answer it depends on whether or not William Shatner currently or at the time of filming hated aliens in a racist way.
