Sort of. "All" is right, in that a Hall of Fame nomination is really more tied to the character name than any specific embodiment, so a character's entry will kind of span the multiverse. They'll mostly be included or voted in for their G1 (or Beast Wars) incarnation, though their bio might make room to highlight whichever universe is currently being pushed. To Sell Toys, after all.
The sad, REAL American dichotomyBefore anyone says anything I want to note that BW Megatron is a special case. He exists in a universe that already has a Megatron so he's more of a successor than a truly new version of the same character.
Yes. By that same token, Primal and Inferno could be nominated separately from their G1 namesakes.

Most of it, maybe. The bit about all of his inventions in the first couple sentences mainly calls back to his incarnation in The Transformers.

NO TREE FOR ME (ALSO LOVES HER BOYFRIEND)What's the general consensus about the human villains in Transformers Animated? Am I a freak for disliking them, and then actually kinda missing them when they disappeared in Season Three?
Partially, I might have just felt bad for them. Hasbro asked for non-toy characters to be given less screentime, but it almost feels like they're all too pathetic for the Transformers to bother with any more. Even Meltdown.
It might also be because I find MECH too generic in Transformers Prime. Who knows? Maybe I'd like Silas more if he flew around in a dress on an animatronic unicorn ranting about "big nasty robots."

Prime Wheeljack is pretty cool (he actually put up a good fight against Soundwave)
G1 Wheeljack is a wacky inventor (he built the Dinobots. That's awesome)
And Superlink Wheeljack just had a smooth voice (yes, that's right. I mentioned Superlink. Not saying I liked it, just think the guys japanese voice is slick).

For all his incompetence, G1 Megatron actually succeeded in killing Optimus Prime (yes, he did have a little accidental help from Dumbass Hot Rod but still), something his smarter and cooler successors can't...
Oh right. Forgot Beast Wars Megs killed an Optimus as well. Never mind. Then again, G1 Megs actually fought his Optimus to the death, and got a lucky break that gave him the win. On the other hand, Beast Wars Megs wasn't really trying to kill Optimus Primal, its just that things worked out for him and he was able to eat his cake too so to speak.
Still, all those Megatrons, and only two have managed to kill a Prime.
One Strip! One Strip!Beast Wars (my favorite series) Megs proved you don't have to beat them in direct combat. I'm pretty sure he was a great physical threat over the course of the series and Beast Machines, except for that one time Rhinox beat the Predacons with a fart extensive combat and the Chainguns of Doom.
Where's that Lil'formers strip where the Megatrons compete for who was best?

I do love BW Megs, and I don't mind his characterization in BM either, but Animated Megs is probably my favorite of the Megatrons. He's a badass warmonger that manages to be intimidating as a head in a laboratory, and once he gets a body again, things get worse. He's pragmatic and dangerously genre savvy, and Corey Burton plays him so well he makes me wish he'd get more villain roles.
