I've been told that Juggernaut is stronger, so he would be able to move the Blob. Of course, this is second-order hearsay, so take it with a grain of salt.
But it makes sense. The Blob's powers stem from being a mutant, while Juggernaut's powers are magic, because they were given to him by a god in a ruby.
The trope Yin-Yang Clash was originally launched under the title "Blob vs Juggernaut".

Stan Lee was once asked this question in a letters column.
He said that the Juggernaut would slip off of the Blob's body and his momentum would keep going at a slightly off angle. Meanwhile, the Blob would remain stationary, and the ground around him would loosen or shatter.
So the above poster has the right idea, apparently.
