I spread my wings and I learn how to fly....This is your ISP using a "web accelerator" to dick with these pre-compressed images. This is a not-smart web accelerator. If you can turn it off, you should do so.

Fight smart, not fair.Opera has "Opera turbo" feature: It downloads data to Opera's server first, compresses it, then download to your browser. It faster if have slow connection.
Helpful Scripts and Stylesheets here.This is also how an ISP's accelerator works. They sit in the middle of the conversation between the wiki and your browser and perform compression on the stuff you have requested from the wiki, whether it needs it or not, in the case of your ISP.
