Why can't I edit anything without waiting 20 minutes?

I can't edit anything unless I wait 20 minutes, and refreshing only resets the countdown. Why is this happening? It hasn't in the past.

PS: I tried using the search bar, but it doesn't seem to work right.

Eh? The countdown is the time during which you can edit, without the lock re-opening.
