Can someone be too evil to be a Jerkass Woobie?

There's an entry on YMMV.Frozen Fever that I feel is a bit Draco in Leather Pants-y:

• Jerkass Woobie: While his appearance is brief and humorous, Hans has a somewhat pitiable fate since Frozen. Noticeably, he's still wearing his princely attire. However, it's dirty in many spots, worn out and losing its once elegant appearance. His hair is also rather messy. Many have noted that from the brief look at the Southern Isles, it is a bleak and unfriendly environment with the stables alone looking dark and uninviting, part of the gate looks broken, and the horses laughing at his misery when Elsa's snowball pelts him into the wagon full of Road Apples.

But the thing is, part of me feels Hans is too evil to be a Jerkass Woobie. In Frozen (2013) proper, he tries to kill Elsa and allow Anna (who was dying of magic pseudo-hypothermia at the time) to die so he could usurp the throne. For context, both royal sisters are sympathetic characters and Anna is the protagonist? Isn't that a bit too evil for JW?

It's an audience reaction. If people genuinely felt bad for Hans despite his actions, he qualifies.
