Where do modern dark elves come from?

I am not sure if this is the right place to put this, but does anyone know who first came up with the modern idea of dark elves. I know that dark elves comes from Norse mythology but the surviving texts imply that they are dwarves and don't say much about them. However, a lot of fantasy depictions have them with blueish skin, evil or at least evil vibes. Where did this interpretation come from?

Looks like The Drow from Dungeons & Dragons are considered the Trope Codifier per the Our Elves Are Different page. Further, it looks like they drew on Prose Edda's Svartálfar and the Black Martians from the John Carter of Mars. Not familiar enough with those works to say if they could be considered Trope Makers, Ur Examples, or neither, but some combination of those elements is where the modern idea of "Dark Elves" seems to come from.

Also, Norse Mythology has both "dark elves" and "black elves", with it a little unclear if they're the same as each other and if either or both is the same thing as dwarves.
